Procedure
Bring the water and tomato puree to a boil in a microwave safe bowl, approximately 5 minutes on high.
Carefully pour the tomato mixture over the bulgur in a medium mixing bowl and cover with plastic wrap for 20 minutes.
After 20 minutes, fluff the bulgur with a fork. Add the balsamic vinegar, garlic, cumin, salt, hot sauce, scallions, tomatoes, cucumbers, green pepper, and cilantro, and toss with the bulgur. Add tomato juice and stir to combine. Chill for 1 hour before serving.
